Targets must add up to 100%. Action = target% × total − current value; positive means buy, negative means sell.
A target allocation is a decision you make once, calmly, about how much risk you want from each bucket. Markets then move and quietly overwrite that decision: the thing that rallied becomes a bigger slice than you chose, the thing that fell becomes smaller. Rebalancing is just reversing the overwrite, selling a little of what grew, buying a little of what shrank, until the slices match your plan again. It is a discipline for managing risk, not a trick for boosting returns, and some years it will feel wrong precisely because it forces you to trim winners.
